ARMA selects real estate manager for Kyiv property through Prozorro public procurement system

On April 30, 2024, ARMA announced an open tender for the selection of a real estate manager for real estate located in the central part of the capital with a total area of 519 square meters.

According to the Agreement signed by the parties, the property was transferred to management for a period of 5 years. The manager will pay 75% of the property management income to the state budget on a monthly basis, while the Agreement provides for a fixed guaranteed payment to be made by the manager on a monthly basis in case of low management income. Therefore, the manager has an interest in increasing the yield from property management, which will benefit the manager and the state.

It is worth noting that since September 2023, ARMA has approved new Methodological Recommendations on the sequence of actions of ARMA employees in preparing and conducting transparent competitive selections of asset managers. Prior to this, since the establishment of ARMA, the selection of asset managers was carried out under a closed system within ARMA, with only the report on the conclusion of the contract with the manager being public. Now, all stages of the competition are open and transparent, and anyone who meets the published qualification requirements can participate. Information on open tenders can be tracked on the Prozorro public procurement system's online platform.

At the same time, ARMA is facing resistance from owners of seized property who are trying to prevent the selection of a manager. In particular, they do this by filing complaints against decisions of ARMA's authorized persons, which delays the process of transferring assets into management and ensuring revenues to the state budget of Ukraine from the management of seized property. Assets are idle, although they could work for the state, and ARMA would have no obstacles in ensuring the safety of this asset.

Currently, ARMA has announced 5 open tenders on Prozorro for the selection of managers of seized property, 2 of which have been blocked by complaints.

The Agency's specialists are already working to resolve the owners' complaints in order to establish the process of transferring the seized property currently under ARMA's management to a new manager.
