ARMA Inspects Management Efficiency of Strategic Asset – Section of the "Samara–Western Direction" Oil Product Pipeline

The Asset Recovery and Management Agency (ARMA) has carried out an on-site inspection to assess the management efficiency of a seized critical infrastructure asset — a section of the "Samara–Western Direction" oil product pipeline.

This pipeline, commonly referred to as the “Medvedchuk pipeline,” is a key component of Ukraine’s fuel and energy infrastructure. Its effective management is of strategic importance for maintaining the country’s energy security and strengthening its defense capabilities during the ongoing war.

A commission of ARMA's central office, comprised of Yuliia Korolova, Head of the Asset Management Efficiency Monitoring Department, Volodymyr Murzha the Head of the Western Interregional Territorial Department with the engagement of representatives of Ukrtransnafta, the asset manager, carried out an on-site inspection of the asset.

The inspection focused on verifying the intended use of the asset, assessing the condition of the pipeline segment and production control stations, and evaluating the measures taken by the manager to ensure property preservation. Particular attention was given to the facility’s security arrangements and the installation of fortification structures to enhance its protection.

The Commission is currently reviewing the documentation collected during the inspection, with particular focus on the validity of the expenses incurred. Based on the results of this review, the asset manager will receive an official conclusion regarding the effectiveness of asset management.

It should be noted that in April 2025, a working meeting between the leadership of ARMA and Ukrtransnafta JSC was held to discuss, among other things, measures aimed at preserving the asset and amending the current management agreement. The results of this inspection are expected to serve as the basis for making appropriate decisions.

Ensuring effective control over the management of strategically important assets remains a core priority for ARMA. Several additional on-site inspections are planned for May, and the Agency will disclose their findings publicly.
