ARMA filed lawsuits to recover over UAH 16 million in debt from the manager of seized ships

The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has filed claims with the Commercial Court of Odesa Region to recover debts under asset management agreements concluded with the private enterprise MARINEX. The total amount of debt under the two agreements exceeds UAH 16 million.

These are two agreements for the management of seized sea vessels, which were transferred to ARMA pursuant to rulings of investigating judges:

  • Asset 1 — the vessel «EMMAKRIS III», transferred to ARMA pursuant to a ruling of the Pechersky District Court of Kyiv.
  • Asset 2 — nine vessels («Rondo», «Svir», «Avangard», «VolgoBalt 225», «VolgoBalt 193», «VolgoBalt 244», «Omskiy 6», «Naviger 2», «Omskiy 132»), transferred to ARMA pursuant to a ruling of the Lychakiv District Court of Lviv.

It should be recalled that, following open tenders in the Prozorro system,  Private Enterprise “MARINEX SHIPPING” was selected as the manager for both contracts. In April 2025, both assets were transferred to the manager pursuant to acts of acceptance and transfer.

Under the terms of the agreements, regardless of the financial results of management, Private Enterprise “MARINEX SHIPPING” undertook to make guaranteed payments to the State Budget of Ukraine within specified deadlines. However, the manager failed to fulfil its financial obligations, and currently the total debt amounts to UAH 16,618,097.10.

Earlier, ARMA had already issued an injunction to “MARINEX SHIPPING” Private Enterprise regarding its failure to comply with the terms of the management agreements. Based on the results of an analysis of the current status of obligations, ARMA recorded numerous violations. By its injunction, the National Agency obliged the manager to immediately remedy all violations and transfer the required funds to the budget.

As of now, the funds have not been transferred to the budget. Since the manager failed to comply with ARMA’s injunction, the National Agency filed the relevant claims with the Commercial Court of Odesa Region.

As the national authority for the management of seized assets, ARMA consistently protects the public interest and monitors the fulfilment of obligations by managers. Violation of the terms of the asset management agreement entails legal consequences provided for by law.
