ARMA found assets of individuals suspected of organizing illegal border crossings

The Asset Recovery and Management Agency (ARMA), in response to a request from the Main Directorate of the National Police in Zakarpattia Oblast, identified and traced assets belonging to individuals suspected of organizing the illegal movement of citizens across Ukraine’s state border.

According to the investigation, in February 2025, certain officials conspired with two Ukrainian nationals to facilitate their unlawful crossing into Romania in exchange for $7,000 per person. These allegations are confirmed by the materials of the criminal proceedings, and the suspects have already been formally charged.

As part of the asset tracing process, employees of ARMA’s Department for Finding and Tracing Financial and Other Assets used information and reference systems, state registries, and data from banking institutions to identify and trace the suspects’ property.

“Thanks to effective and consistent work, we were able to trace bank accounts and various types of property owned by the suspects — including residential real estate, land plots, motor vehicles, and river transport,” said Deputy Head of ARMA Pavlo Velykorechanin.

Based on the investigation findings, ARMA staff compiled information confirming the suspects' ownership of the traced assets. The collected data has already been transferred to the pre-trial investigation body to initiate the procedure for asset seizure.
