ARMA submitted a statement to law enforcement agencies regarding the Sakhalin field

ARMA continues its work on amendments to the Subsoil Code of Ukraine. It should be a professional comprehensive document that would take into account and make impossible the situations that the state observed on the example of the Sakhalin deposit. Currently, the relevant draft law 11137 and 11137-1(D)is registered in the Verkhovna Rada of Ukraine.

The Sakhalin oil and gas-condensate field is one of the largest hydrocarbon fields in Ukraine, located in the Kharkiv region. Its proven reserves are about 15 billion cub. meters of gas, 1.7 million tons of gas condensate and about the same amount of oil.

At a time when Ukraine is trying to become self-sufficient in gas, stopping production looked cynical. During the war, this is a crime against the state and the foundations of national security.

In order to ensure the national interests of ARMA, all possible measures were taken to extend the contract and extract hydrocarbons. From applying to the General Prosecutor's Office, filing a cassation appeal to the Supreme Court, developing amendments to the Subsoil Code of Ukraine, entering the case by a third party.

ARMA ensured the fulfillment of the terms of the management contract, and the manager of PJSC "Ukrnafta" transferred 748 million hryvnias to the state budget for half a year of work in 2023.

We emphasize that despite the positive decision of the court and the fact that PJSC "Ukrnaftoburinnia" has already resumed gas production at the Sakhalin field before the beginning of the most difficult heating season, ARMA notes that all the arguments are in the interests of the state about: losses under the management contract in connection with the cancellation of a special permit and non-receipt to the budget of funds from management, taxes and fees, failure to provide gas - set out in the statement of the commission of the crime dated August 9, 2024 to law enforcement agencies. The total amount of damages can be estimated at approximately 3 billion hryvnias.

We believe in justice and irreversibility of punishment.
