Olena Duma, Head of the Asset Recovery and Management Agency (ARMA), together with Vitaliy Chubayevsky, Director of ARMA’s Financial and Other Asset Recovery Department, took part in the celebrations marking the 10th anniversary of the Cyber Police Department of the National Police of Ukraine. During the event, the Head of ARMA presented official letters of appreciation to six Cyber Police officers in recognition of their professionalism, efficiency, and valuable contribution to the Agency’s overall results.

“On behalf of ARMA, I sincerely congratulate you on the 10th anniversary of the Cyber Police Department,” said Olena Duma in her speech. “Over the years, you have become a powerful shield of the state in cyberspace, earning the trust of society, partners, and the international community. Your work may go unseen, but its importance cannot be overstated.”

The Head of ARMA highlighted the highly effective cooperation between the Agency and the Cyber Police Department of the National Police of Ukraine. This close partnership has made it possible to develop practical mechanisms for tracing, seizing, and managing digital assets — including cryptocurrency confiscated in criminal proceedings.

“ARMA feels the strength of your support every day. Thanks to your efforts, we have taken our work with assets — which just a few years ago were considered legally and technically ‘invisible’ — to a new level. Thank you for your trust and our continued cooperation,” added the Head of ARMA.

Olena Duma also expressed her gratitude to all former leaders of the Cyber Police Department for their contribution to institutional memories, resilience, and reform-oriented decisions that have enabled the establishment of a modern and efficient organization.

Head of the Cyber Police Department, Yurii Vykhodets, in turn, thanked ARMA for the partnership:

I believe that our partnership will continue to serve as an example of institutional synergy for the benefit of Ukraine.”

The joint efforts of ARMA and the Cyber Police demonstrate that even virtual assets can work in the interest of the state.
