Illegal extraction worth millions: ARMA traces assets of enterprises that harmed the state

28-05-2025

The Asset Recovery and Management Agency (ARMA) has successfully processed a request from law enforcement authorities to trace the property of persons suspected of committing criminal offences related to the illegal extraction of mineral resources.

According to the investigation, officials of a state enterprise and a limited liability company in the Kirovohrad region, having conspired with officials of another enterprise, carried out the illegal extraction of mineral resources without the required special permit for subsoil use. In particular, the persons involved prepared falsified documents and engaged in the extraction of sand, which was subsequently used to produce reinforced concrete products and structures, thereby causing significant damage to the state.

Specialists of ARMA’s Asset Finding, Tracing and Methodological Support Department conducted a comprehensive analysis of information on the suspects and their property, using available tools and access to the relevant databases.

Following the investigation, a number of individuals involved in the criminal scheme were identified and traced.

Over UAN 89 million on bank accounts

52 vehicles

6 non-residential real estate properties

4 residential real estate properties

5 maritime and inland waterway vessels

4 units of agricultural machinery with spare parts

3 land plots

corporate rights with a total nominal value of UAH 99,500

The scale of the identified assets indicates the systemic nature of criminal activity and its significant profitability at the expense of damage caused to the state. ARMA continues to demonstrate its efficiency in cases related to criminal offences, thereby enabling compensation for the damage caused to the state. Everyone who causes damage to the state through illegal activities will be held economically liable, and ARMA will ensure that this happens”, the Deputy Head of ARMA Pavlo Velykorechnin noted.

Information on the identified assets was promptly forwarded to the law enforcement authority to take appropriate measures for their seizure and subsequent transfer to ARMA for management.
