Hiding illegal assets abroad is becoming even more difficult: ARMA and NACP have developed a joint mechanism for detecting unsubstantiated assets

The joint order of the Asset Recovery and Management Agency (ARMA) and the National Agency  on Corruption Prevention (NACP) dated July 15, 2024 № 267/198/24, which entered into force on August 8, 2024, defines the mechanism (procedure) of interaction between ARMA and NACP in the detection of unsubstantiated assets of subjects of declaration abroad.

The document defines the procedure for the ARMA to fulfill written requests of the NACP regarding the provision of information necessary to identify unsubstantiated assets of the declaring subjects. ARMA, as a body that ensures the formation and implementation of state policy in the field of finding, tracing and management of assets, plays a key role in this process, and uses its capabilities and international connections for effective search and identification of assets both in Ukraine and abroad .

"The new format of interaction between ARMA and NACP is an important step in strengthening the fight against corruption and illegal enrichment in Ukraine. This not only increases the efficiency of anti-corruption bodies, but also sends a clear signal to unscrupulous officials: it is becoming increasingly difficult to hide illegally acquired assets, regardless of where they are located, - says ARMA Head Olena Duma.

"ARMA as a body that forms the state policy in the field of searching for questionable assets, as well as NACP as a body that forms the state anti-corruption policy, should focus on a common task - to return to Ukraine all assets acquired by unscrupulous officials and hidden abroad. Interaction with ARMA will significantly strengthen the capabilities of NAKC specialists who carry out financial control measures," said the Head of NACP Viktor Pavluschyk.

The introduction of such a joint mechanism for detecting unjustified assets demonstrates that the bodies of the anti-corruption infrastructure of Ukraine work as a single powerful mechanism, strengthening each other. ARMA and NACP are an integral part of this system, working side by side with other anti-corruption bodies to achieve the common goal of cleaning Ukraine from corruption.
