The Working Group on management of objects under construction draws up a list for the pilot project

29-03-2019

The constitutive meeting of the Working Group on implementation of measures related to the management of objects under construction took place on March 27, 2019.

It referred to 16 objects of completed construction and objects under construction, which were transferred into ARMA`s management pursuant to the ruling of the investigating judge of Pechersk District Court of the city of Kyiv (the so-called "Voitsekhovskyi Houses").

The event was attended by representatives of ARMA, Kyiv City State Administration, Public Council of ARMA, specialized building associations and representatives of affected investors.

At the beginning of the meeting, Anton Yanchuk, the Head of ARMA, emphasized that the purpose of establishing the Working Group was to bring the transferred objects into the legal framework as soon as possible. In addition, the Head of the Agency assigned the members of the Working Group to determine the pilot objects and, thus, help investors with the process of preparation of required permits and completing the construction of objects, as well as identify gaps in legislation in resolving problematic issues and set criteria for the systematization of objects.

During the meeting, members of the Working Group drew attention to: 1) the need of conducting inventory accounting, description, granting the objects the status of objects under construction; 2) the development of criteria for determining the priority of objects; 3) the discrepancy between objects and target destination - almost all seized objects were constructed in violation of design standards.

Consequently, participants decided to determine the criteria for inclusion of objects under construction to the pilot project and to draw up the corresponding list before the next meeting.

The next meeting of the Working Group will be held in two weeks.
