EU standards: ARMA calls for legislative changes to strengthen the management of seized assets in Ukraine

15-10-2024

At the BUSINESS PROTECTION 2024 - A2B FORUM, the leadership of the Asset Recovery and Management Agency (ARMA) presented several important initiatives that could significantly strengthen the management of seized assets in Ukraine.

ARMA Head Olena Duma and Deputy Head Pavlo Velykorechanin highlighted the following key issues:

  1. Call to the Parliament: Olena Duma called on MPs to submit a draft law on the management of seized assets of the Russian Federation to the Verkhovna Rada as soon as possible.
  2. Amendments to the CPC: The Head of ARMA emphasized the expediency of amending the Criminal Procedure Code of Ukraine, in particular Article 545. The purpose is to allow international jurisdictions to respond directly to the Agency within the framework of international legal assistance in the execution of court decisions on the transfer of assets for sale.
  3. Sanctions policy: Pavlo Velykorechanin, Deputy Head of the ARMA, spoke about draft law 10069. According to him, the adoption of this draft law by the Verkhovna Rada will empower ARMA to sell sanctioned assets, which will significantly strengthen Ukraine's sanctions policy.

ARMA, as the body authorized to formulate and implement state policy in the field of management of seized assets, is constantly working to improve this area and bring it closer to the best international standards.

Such legislative initiatives are intended to significantly improve the efficiency of the management of seized assets in Ukraine, strengthen the state's position in the fight against economic crimes and corruption, and ensure that Ukrainian legislation is in line with European standards.

The successful implementation of these important changes requires the active support of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine, which will allow ARMA to perform its functions more effectively and contribute to strengthening the economic security of the state.
