Head of ARMA Olena Duma calls on members of parliament to submit a draft law on asset management to the Verkhovna Rada as soon as possible

A draft law on the management of seized corporate rights of Russian and Belarusian assets without the consent of their owners should be introduced as soon as possible. Every day that the seized assets of the aggressor country are idle means lost opportunities for the Ukrainian economy or money earned by Russian owners.

This was stated by Olena Duma, Head of the Asset Recovery and Management Agency (ARMA), in her speech at the "BUSINESS PROTECTION 2024 - A2B FORUM". The event brought together leading experts from many fields, including business, law and public administration.

“Every seized asset should work for the victory of Ukraine, not bring profit to the aggressor. This is not only about asset management, it is about our economic security and rebuilding the country,” emphasized Olena Duma. She noted that the current mechanism, which requires the consent of Russian or Belarusian owners to manage their assets, is unacceptable in times of war.

Olena Duma cited examples of the National Agency's successful work, noting that ARMA has already brought 12 billion UAH to the state budget from managing seized assets. “Imagine the amount of money that could have already been transferred to the state treasury if the assets owned by Russians had worked for Ukraine,” added the Head of ARMA.

It is worth reminding that the critical draft law No. 11280-1 was not supported by the Verkhovna Rada of Ukraine at its plenary session on October 9, 2024. ARMA continues to insist on the importance of this initiative, especially given the public support of the draft law by the Ukrainian business association, which unites 119 organizations.
