During her speech, the Acting Head of the Agency presented the vision for thefurther implementation of the ARMA reform, emphasized the importance oftransparent market-based mechanisms for managing seized assets and called onbusinesses to actively cooperate with the Agency.
According to Yaroslava Maksymenko, the key objective of the reform is to establisha new ARMA operating model based on professionalism, openness, competition andpartnership with the market. The Agency’s goal is to ensure not only the propercondition of seized assets but also their effective management while preserving theireconomic value.
The Acting Head of ARMA emphasized that an effective fight against corruptionbegins with the creation of transparent procedures and clear rules under which anyabuses become impossible or unprofitable.
In this context, ARMA continues to engage businesses in the management of seizedassets through the mechanism of expressions of interest and open competitiveselection procedures.
Currently, a competition is underway to select a manager for the assets of IDS Ukraine Group, one of the largest bottled water producers in Ukraine.
In addition, competitions for the selection of managers for a number of other seizedassets will be announced in the near future. These include the «Betonbud» plant inLviv region, the «Mozart» hotel and restaurant complex in Odesa, the assets of the«Kerambud» group of companies, as well as the property complex of «Kryoin»enterprise.
ARMA calls on business representatives to submit expressions of interest regardingassets whose information is published on the Agency’s official website. Thismechanism makes it possible to assess market interest, attract potential managers andensure competitiveness in future selection procedures.
«For the market to function effectively, a partnership between the state and businessis essential. We are open to dialogue, ready to provide information about assets andwilling to take into account the proposals of the professional community», YaroslavaMaksymenko noted.
Information on assets being prepared for transfer to management or sale, as well asthe procedure for conducting competitions for the selection of managers, is currentlyavailable on ARMA’s official website.
The Agency emphasizes that the primary purpose of managing seized assets is notonly to generate revenue for the state budget but also to preserve the economic valueof the property, prevent its depreciation and ensure its effective use until thecompletion of judicial proceedings.
