ARMA discussed a new model for managing seized assets with businesses and the public

The Asset Recovery and Management Agency held a round table discussion on the implementation of a new model for managing seized assets. The event was attended by representatives of businesses, members of parliament and the public.


Acting Head of ARMA Yaroslava Maksymenko noted that today the Agency manages about a thousand assets, which are currently being systematised and prepared for transfer to administrators. These include enterprises, real estate and digital assets, in particular cryptocurrency.
Members of Parliament noted the importance of ARMA reform and expressed their readiness to further improve legislation in this area: "To restore trust in ARMA, it is not enough to trust the head; everything must work together: procedures, the rules of the new law, and effective management," said Oleksiy Zhmerenetskyi.
In response to a request from the business community, the roundtable participants also discussed how to make the process of familiarising potential administrators with information about assets more convenient and effective.


MP Oleksiy Movchan proposed creating a "virtual data room" — a secure online space where interested parties can familiarise themselves with documents after signing a non-disclosure agreement (NDA). "Those who have signed the agreement will be able to view materials, order audits, make assessments and make decisions. The main thing is to ensure financial transparency and equal access to data for all participants."


During the event, the management of IDS Ukraine's assets, which are of considerable interest to businesses and the public, was also discussed. According to Yaroslava Maksymenko, the group consists of eight companies, which will be put up for auction as a single lot in November 2025.
"Two companies have already been evaluated, and the rest have undergone market consultations. In the future, the asset will be transferred to management, despite the reluctance of certain individuals to lose control. The transfer will be accompanied by a full assessment, which will form the basis for effective management and preservation of market value. Seized assets must work for the state, and we are doing everything possible to achieve this," she emphasised.
