ARMA has summarized its performance for 2025: systemic results, economic impactand the launch of the reform of the seized asset management system.
The National Agency of Ukraine for Finding, Tracing and Management of AssetsDerived from Corruption and Other Crimes, based on the results of 2025, demonstrated a significant strengthening of its institutional capacity, increasedefficiency in asset management and the launch of the practical implementation of thereform of the seized asset management system.
Key results of 2025:
9,468 requests for asset tracing and finding (+20% compared to 2024);
18,100 individuals subject to asset tracing and finding measures;
60,274 assets inventoried over the entire period of ARMA’s activity;
20,753 assets identified as having high potential for effective management;
1,703 assets transferred to managers in 2025 totaling over UAH 5.35 billion;
UAH 5.07 billion - revenues generated by managers under management agreements;
UAH 3.41 billion - expenses incurred by managers under management agreements;
4,310 seized assets sold for UAH 411.5 million (+26% compared to 2024);
UAH 1.095 billion - proceeds from the management of funds, including militarybonds (+12.5% compared to 2024);
639 international requests sent to 68 foreign jurisdictions;
Ukraine ranked No. 1 in the CARIN network by activity for the third consecutiveyear.
The year 2025 was not only a year of results, but also a year of changing the system’slogic.
An important milestone was the full inventory of assets transferred to ARMA’smanagement since 2017. This made it possible to form an up-to-date asset base, identify priority assets and transition to a more systematic management model.
A separate priority in 2025 was the practical implementation of the reform of theseized asset management market.
Within the framework of the reform, ARMA:
developed and updated the regulatory framework;
conducted a comprehensive identification of assets;
transferred the procedures for selecting asset managers to a dedicated Prozorro.Salemodule;
launched digital modernization of processes;
initiated the development of a modern system for asset accounting, support andcontrol.
Thanks to these changes, ARMA is gradually transitioning from a model of formalaccounting of seized assets to a modern model of economic asset management - witha focus on value preservation, transparency of procedures and maximization ofrevenues for the state.
A fundamental principle of ARMA’s activities remains the balance between theefficiency of asset management and the unconditional observance of the rule of law. It is precisely transparency of procedures, judicial oversight, predictability ofdecisions and openness that build trust in the system and ensure its sustainability.
In 2026, ARMA will continue implementing the reform: accelerating asset transferprocedures, expanding the pool of professional asset managers, developing individualmanagement models for complex assets and further digitalizing processes.
ARMA is consistently building a modern system for managing seized assets - a system in which seized property ceases to be a depreciating liability and becomes a resource that works in the interests of the state and society.
