On 29–30 January in The Hague, representatives of the Asset Recovery and Management Agency (ARMA) participated in the annual meeting of the Europol “OSCAR” operation, dedicated to countering the circumvention of European Union sanctions.
During the event, Anna Makarenko and Maksym Pasik, heads of ARMA’s specialised units responsible for asset tracing, presented the Ukrainian model of the sanctions mechanism — from the initiation of sanctions to the finding of assets and their recovery to state revenue.
Particular attention was given to ARMA’s reform, aimed at strengthening the Agency’s institutional capacity, enhancing the effectiveness of asset management, and ensuring the transparency of all procedures.
The Agency’s representatives also informed international partners about practical results achieved in the sanctions domain. Throughout 2025, ARMA processed more than 3,000 requests from the Ministry of Justice of Ukraine and found assets in the form of corporate rights, funds, virtual assets, real estate, vehicles, and other property.
Within the framework of the OSCAR operation, over the past year the Agency sent 45 requests to 22 foreign jurisdictions and obtained information on the assets of designated persons, including high-value real estate, yachts, bank accounts, and corporate rights. These results confirm the effectiveness of the OSCAR project as a tool for cross-border asset tracing involving designated persons.
In addition to participating in the meeting, ARMA representatives held a series of working meetings with partners from the United Kingdom, Canada, Germany, Greece, and Slovakia, as well as with representatives of Eurojust, which continues to strengthen its role in sanctions policy and the support of international legal cooperation.
ARMA’s participation in the annual OSCAR operation meeting reaffirms Ukraine’s consistent position on strengthening international sanctions pressure on the Russian Federation and coordinating efforts with partners to ensure that sanctions produce not merely declarative, but real and tangible effects for the aggressor.
