The year 2025 marked a period of systemic change for the Asset Recovery and Management Agency in its approaches to tracing, managing, and utilizing seized assets.
International Asset Tracing
For the second consecutive year, Ukraine ranked among the leaders of the CARIN network in terms of the number of international asset-tracing requests. In 2025, ARMA sent 638 requests to foreign jurisdictions and received 244 incoming requests, nearly double the number recorded in the previous year.
The Agency participated in international operations OSCAR (EUROPOL) and A.S.S.E.T., as well as in the INTERPOL Silver Notice/Diffusion pilot instrument. In total, more than 80 requests from 27 jurisdictions were processed, including requests from countries outside Europe.
Asset Management and Major Auctions
In 2025, ARMA continued to refine its approaches to preserving asset value and ensuring the effective use of seized property. Key priorities included:
- increasing competitiveness in the selection of asset managers;
- enhancing transparency of information on assets transferred for management;
- continuous monitoring of management effectiveness.
One of the year’s landmark events was the preparation and launch of an open auction for one of the largest asset portfolios in the past ten years - the assets of the IDS Ukraine group. These assets are linked to Mikhail Fridman, who is subject to sanctions imposed by the United States, the European Union, and Ukraine. The estimated value of the assets exceeds UAH 3 billion. ARMA ensured that all procedures were conducted in full compliance with the law and in accordance with the principles of transparency, publicity, and competition.
International Disposal of Seized Assets
In 2025, an interagency mechanism was agreed upon for the disposal of a seized yacht linked to Viktor Medvedchuk. The process involved four jurisdictions. Despite procedural actions taken by representatives of the asset owner, the disposal of the asset is expected to be completed in 2026, following the conclusion of all necessary legal procedures.
Support for IDPs and Defence Needs
ARMA initiated the use of certain seized assets to support the needs of internally displaced persons (IDPs) and the Armed Forces of Ukraine. The involvement of property is carried out within the framework of current legislation and in response to pressing public needs.
Transparency and Internal Control
In 2025, ARMA strengthened its internal control mechanisms. The Agency initiated an internal audit of asset management procedures and ensured open cooperation with anti-corruption authorities. A renewal of the team also took place, aimed at enhancing institutional resilience and professional capacity.
Digital Transformation
ARMA obtained copyright ownership of its proprietary automated information system «Rozshuk», developed without the use of budget funds. The system is scheduled to be launched in early 2026. At the same time, the Information Exchange System between ARMA, law enforcement authorities, and prosecutor’s office will be launched, marking the Agency’s full transition to real-time electronic interaction.
Interagency and International Cooperation
The Agency deepened cooperation with law enforcement authorities, the judiciary, as well as international institutions and asset recovery networks. Experience sharing, staff capacity building, and participation in international initiatives remain key components of ARMA’s work.
Plans for 2026
Among ARMA’s key priorities for the coming year are:
- further development of asset tracing and recovery tools;
- increasing the effectiveness of seized asset management;
- strengthening international cooperation;
- expanding open data and process transparency;
- improving internal procedures and services for partners.
