ARMA demands immediate repayment of nearly UAH 25 million in debt from manager of seized vessels

The Asset Recovery and Management Agency of Ukraine (ARMA) is strengthening oversight of asset managers’ compliance with contracts regarding seized property. As a result of recent control measures, significant violations were identified on the part of Marinex, a private enterprise managing seized sea vessels.

Such misconduct by an unscrupulous manager poses risks to the economic value of the assets under management and may lead to negative financial consequences for the state. Accordingly, ARMA has issued two official notices to Marinex, requiring the elimination of violations in asset management, specifically:

  • Immediate payment of the guaranteed fee for April 2025 in the amount of UAH 5,157,340.47;
  • Immediate payment of the guaranteed fees for May–July 2025 totaling UAH 17,191,134.90.

These amounts remain unpaid by the manager, thereby violating contractual obligations and harming the financial interests of the state.

In addition to the principal debt, penalties, inflation losses, 10% annual interest, and fines amount to UAH 2,627,840.38. Thus, the total debt owed by Marinex to the state budget over the past four months has exceeded UAH 24.9 million.

ARMA has lawsuits in the Commercial Court seeking to recover the debt through legal enforcement.

At the same time, ARMA is expanding its system of preventive monitoring to identify and address risks during the asset management process. The monitoring will include financial audits of reports, review of contracts concluded by managers, on-site inspections, and documentation of the actual condition of assets, including through the installation of continuous video surveillance.
