ARMA submits motion to re-seize Russian-linked Poltava Turbo-Mechanical Plant

28-02-2025

The National Agency informs that it has filed a motion with the pre-trial investigation body to re-seize the assets of Poltava Turbo Mechanical Plant PJSC, which have links to the Russian Federation.

At the end of 2024, the ARMA appealed to the Poltava Regional State Administration to urgently establish a working group to avoid stopping the production process of the turbomechanical plant to avoid a negative impact on the economy of Poltava region and to avoid a number of problems in the company's economic activities, dismissal of employees and possible disconnection of heat, gas and water supply.

On November 18, the Poltava Regional State Administration refused to establish the working group.

ARMA created the working group on its own.

The decision to lift the seizure of the enterprise jeopardized 4 months of the Agency's work, during which it had inspected the asset, developed criteria, selected an independent appraiser and completed all the necessary tender procedures to transfer the facility to management.

According to the pre-trial investigation, which is confirmed by the materials from the court ruling in the public domain:

* The beneficiaries of the plant are the Dashutin family

* The director was a Russian citizen, G.V. Kirik

* The plant supplied equipment to the Russian military-industrial complex

* Before the full-scale invasion, the main markets were Russia and Belarus

It should be noted that similar cases have already occurred with the assets of Firtash'sregional gas companies and the funds of the Russian online casino Pin-Up, when, after the seizure was lifted, the Agency was forced to initiate the process of re-seizure.

“Our position remains unchanged: we are filing a motion to re-seize the assets. Assets that work for the enemy should be managed by the state and work for the economy of Ukraine,” said ARMA Head Olena Duma.

The Agency emphasizes the need for the judiciary to work in concert with law enforcement and anti-corruption agencies to prevent similar situations in the future.
