The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has documented a case of illegal use of seized property — a residential building in central Kyiv, known as the “Zakharchenko house.”
The asset in question belongs to one of the properties of former Minister of Internal Affairs of Ukraine Vitalii Zakharchenko, who is accused of treason and is currently hiding in russia.
On April 1, 2026, during an inspection of the asset transferred to ARMA for management by a court decision, it was established that unauthorized individuals were present in the building and were using it on the basis of a so-called sublease agreement. This “agreement” has no legal force, as the property is under arrest and has been transferred to the Agency’s management with a prohibition on its use by third parties.
Thus, this constitutes a deliberate violation of a court decision and unlawful use of seized property.
The identified facts bear signs of a criminal offense under Article 388 of the Criminal Code of Ukraine — Illegal actions in respect of seized property.
ARMA has already informed law enforcement authorities and initiated the inclusion of relevant information in the Unified Register of Pre-trial Investigations for immediate response.
The Agency emphasizes that any attempts to use seized assets in violation of the law will be strictly stopped, and those involved will be held accountable.
After the unlawful actions are terminated, ARMA will ensure proper and lawful management of this asset in the interests of the state.
