COSP11: Day Two of the Conference — Asset Management and International Cooperation

On the second day of the 11th session of the Conference of the States Parties to the UN Convention against Corruption (COSP11) in Doha, the Ukrainian delegation, including Acting Head of ARMA Yaroslava Maksymenko and Head of the Department of International Cooperation and European Integration Vladyslav Zhornytskyi, focused on two key areas: asset management and StAR initiatives.

ARMA representatives took part in an INTERPOL project event dedicated to the “Silver Notice” mechanism — a new global tool for identifying and confiscating criminal assets abroad. Practical case studies and their results were presented.

The central topic was the Stolen Asset Recovery Initiative (StAR), a joint initiative of the UN and the World Bank. Panel discussions covered issues of global coordination in asset recovery, data transparency, asset management, and cryptoassets. As emphasized during the sessions, to weaken criminal organizations, it is necessary to focus on their assets.

Working meetings were also held with representatives from Nigeria, Kuwait, the Seychelles, and international organizations to exchange best practices and implement effective approaches in ARMA’s work. A meeting between the Ukrainian and EU delegations also took place, focusing on Ukraine’s anti-corruption system and recent developments at the European Union level.

ARMA also joined an event dedicated to the use of confiscated assets to compensate victims of corruption-related crimes and russia’s armed aggression.

Participation in COSP11 aims to expand international asset-tracing tools, deepen cooperation with partners, and implement solutions for the effective recovery of assets in the interests of Ukraine.
