GlobE Network in Baku: ARMA and the APC of Montenegro elaborate joint efforts to prevent corruption and strengthen oversight of assets linked to public officials

Within the sixth plenary meeting of the GlobE Network in Baku (Azerbaijan), a working meeting was held between representatives of the National Agency for Asset Recovery and Management (ARMA) and a delegation from the Agency for Prevention of Corruption of Montenegro (Agency for Prevention of Corruption).

ARMA was represented by Deputy Head of ARMA Pavlo Velykorechanyn; Head of the Department of Finding, Tracing and Recovery of Assets in Foreign Jurisdictions Anna Makarenko and Head of the Department for Finding and Tracing of Assets of Sanctioned Persons and Other Entities that Pose a Threat to the National Interest of Ukraine Maksym Pasik.

During the meeting, the parties discussed mechanisms for monitoring the income and assets of public officials, preventing conflicts of interest, and promoting integrity standards across the public sector. The representative of Montenegro informed the Ukrainian delegation on the powers of the national anti-corruption body, including oversight of asset declarations, gifts, political campaign financing, whistleblower protection, and the monitoring of institutional integrity plans.

ARMA, in turn, shared its experience of cooperation with the National Agency for Corruption Prevention of Ukraine (NACP), particularly within the framework of a joint initiative aimed at identifying undeclared or unjustified assets of public officials located abroad. The Agency conducts such searches using international cooperation mechanisms, including both interagency and intergovernmental channels. The results of this initiative are already tangible: through joint efforts of ARMA and NACP, assets valued at over €5 million have been identified overseas and are potentially subject to return to Ukraine.

The meeting participants also outlined prospects for continued cooperation, including the exchange of information, experience, and best practices in the field of anti-corruption.

Deputy Head of ARMA Pavlo Velykorechanin noted: “Montenegro’s experience in preventing conflicts of interest, monitoring officials’ income, and protecting whistleblowers is highly valuable for the further development of Ukraine’s anti-corruption system. At the same time, ARMA offers effective asset tracing solutions that could be integrated into the institutional models of other countries. We remain open to practical cooperation — it is precisely such meetings that help build a strong and united international anti-corruption coalition."
