Prozorro.Sale Platforms to Sell Seized Assets – Grigol Katamadze

ARMA initiated a meeting with platforms involved in the sale of seized assets. Transparency and quality in selection processes are a shared responsibility.

The online meeting was attended by representatives of ARMA, Prozorro.Sale, and accredited electronic trading platforms, and was chaired by ARMA Deputy Head Grigol Katamadze, who also heads the Commission for the Sale of Seized Assets — a body established in accordance with European standards.

The main goal of the dialogue was to enhance the transparency of the Commission’s activities and to ensure maximum engagement of platforms in the selection of managers and asset sellers.

The meeting took the form of an open dialogue: participants actively asked questions and shared comments and suggestions. Notably, platform representatives offered ideas to improve procedures outlined in Cabinet Resolutions No. 558 and No. 719, which regulate the competitive selection mechanism for the sale of seized assets.

During the meeting, Deputy Head Katamadze highlighted the results of cooperation in the sale of seized assets in 2024–2025. In this period:

The Commission held 39 meetings;

  • 93 competitive selections were announced;
  • 60 legal entities were selected to sell seized assets through electronic auctions;
  • 60 contracts were signed between ARMA and the winning bidders for asset sale services.

“Revenues to the State Budget of Ukraine from the sale of seized assets in 2024–2025 amounted to UAH 643.5 million, including UAH 212.3 million in customs payments transferred to the accounts of the State Customs Service of Ukraine,” summarized Grigol Katamadze.

He also emphasized that ARMA, as a public and accountable body, fully supports maximum transparency in every procedure.

“Transparency is not just a legal requirement — it is the foundation of trust in us as a government body. We are open to cooperation, constructive proposals, and improvements to the procedures that govern our interaction with the market. That’s why meetings like this must become systematic as we work toward more efficient and effective sales of seized assets for the benefit of the state,” stressed the Deputy Head of ARMA.

In the near future, the Agency plans to consolidate the submitted proposals to improve efficiency in the asset sale process.
