The Minister of Economy, Environment and Agriculture of Ukraine, Oleksiy Sobolev, introduced Yaroslava Maksymenko to the staff of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) as the Acting Head of the Agency.
“Yaroslava Maksymenko has extensive experience working with sanctioned assets and a strong understanding of the seized asset management system. The newly adopted law on ARMA reform enhances the Agency’s institutional capacity and expands its tools for managing such assets.
Therefore, the current priorities for ARMA include conducting an independent audit and launching a new competitive selection procedure for the Head of the Agency.
Seized assets must work efficiently for the benefit of the state and national defence,” emphasized Minister Sobolev.
In her address to the ARMA team, Yaroslava Maksymenko expressed gratitude for the trust placed in her and called for unity and professionalism:
“ARMA is entering a new stage of development — one in which the effectiveness of seized asset management and public trust in the institution depend on our coordinated and professional efforts.
We must ensure that every asset transferred to us works for the benefit of the state, enhances national defence, and delivers value to society. This requires maximum transparency, close partnership with law enforcement agencies and international partners, and readiness to act decisively and swiftly.”
Amendments to the special Law of Ukraine on ARMA entered into force on 31 July 2025, formally strengthening the Agency’s institutional capacity and expanding the mechanisms for managing seized assets.
In particular, the reform introduces new rules for the selection of ARMA’s Chair through an open competition with the involvement of international experts.
Until a new Head is selected based on the results of this competition, Yaroslava Maksymenko will serve as Acting Head of ARMA.

Yaroslava Maksymenko has over 20 years of professional experience in law, state asset management, corporate governance, and sanctions policy.
Prior to her appointment at ARMA, she served as Director of the Property and Sanctions Policy Department at the Ministry of Economy of Ukraine, where she coordinated the development and implementation of sanctions policy, including the management of sanctioned assets.
She was among the key architects of corporate governance reform in the public sector and participated in the implementation of transparent asset management reforms, including ProZorro and ProZorro.Sale.
On 13 August 2025, she was appointed Deputy Head of ARMA for European Integration.
