At an international forum, Head of ARMA Olena Duma announced the launch of a series of competitions for the management of seized apartments for the needs of Ukrainian defenders, their families, and those who have lost their homes.
As part of the IV Legal Forum EU-Eastern Partnership 2025,Head of ARMA Olena Duma made a statement about a new direction for the use of seized assets to support the Ukrainian military.
"While the people's representatives are delaying the adoption of draft law No. 11009 on the protection of the military, ARMA continues to work. We have developed a social pilot project. We have taken into account the recommendations of public stakeholders, as well as possible risks, including the lifting of seizure. We are preparing a series of competitions for the management of seized residential premises. The newly elected manager will transfer the apartments to our defenders, IDPs, and those who have lost their homes as a result of the war, in accordance with the terms of the agreement,“ said Olena Duma during a panel discussion on ”Challenges and strategies for the management and sale of assets derived from corruption and other crimes."
The event was attended by heads of leading international asset management agencies from nine countries, including representatives from Bosnia and Herzegovina, France, and Moldova, who highly appreciated ARMA's experience and readiness to deepen international cooperation.
"In a period of full-scale war, every asset is a resource for the stability of the state. And our task is to turn a legally complex case into a real result for Ukraine," Olena Duma summed up.
The pilot project to transfer seized apartments to the military will be another step by ARMA towards the effective use of criminal assets for the benefit of Ukrainian society and the Defence Forces.
