The restructuring of the National Asset Recovery and Management Agency (ARMA), which began in 2023, must be approved by law! This was emphasized by the Head of ARMA at the Ukrainian Bar Association office during the round table on “ARMA: a big restructuring. How the Draft Law No. 12374-d Changes the Agency's Philosophy”. The main purpose of the roundtable was to discuss key aspects of the ARMA reform.
The event brought together representatives of the ARMA, the Prosecutor General's Office, the Ministry of Justice of Ukraine, anti-corruption organizations, insolvency officers, lawyers, private enforcement officers and the public.
The Head of ARMA, Olena Duma, noted that such open discussions of ARMA reform are a positive step in the transformation of the National Agency.
“I support not only the transformation of the National Agency, but also its strengthening. When we were working on the government's draft law, we included the issues that ARMA civil servants face every day. It is about the fact that the special law on ARMA is really not perfect and has not been changed in 8 years. Over the past six months, the National Agency has initiated 12 draft laws that have been submitted to the Verkhovna Rada, including some that can significantly affect the efficiency of management, for example, in terms of corporate rights management.
She also emphasized that work on improving the Agency's activities began in 2023 by a new team and has already yielded significant results. In particular, the total amount of funds received as a result of the management of seized assets exceeded UAH 12.3 billion at the end of 2024. In addition, in the first months of 2025, almost UAH 800 million was provided to the state budget. And today, the Government approved a decree that nationalized another UAH 1.8 billion of russian funds written off by the Agency under the HACC decision and sent to the russian federation Consequences Liquidation Fund.
“This confirms the effectiveness of the changes we are implementing. I am confident that the changes we are discussing today will lay a solid foundation for the mechanism of effective management of seized assets. The law must be one that will work, will not create corruption risks and will be effective. As a result, ARMA must work under the new law and, accordingly, bear responsibility and deliver the expected results,” summarized Olena Duma.
ARMA continues to be an open platform for dialogue and reform, focused on the effective management of seized assets in the interests of the state and society.
