The Cabinet of Ministers of Ukraine has approved the procedure for forming a Public Control Council under the Asset Recovery and Management Agency.
The decision implements the provisions of Law No. 4503-IX, which strengthens the institutional capacity of ARMA and improves the mechanisms for managing assets obtained from corruption and other crimes.
The Public Control Council will perform three key functions:
- Control and monitoring. The Council exercises public control over the activities of ARMA, hears information on the implementation of the Agency's plans and tasks, monitors the effectiveness of its work, and analyses the state of ensuring the independence of the body.
- Participation in personnel processes. The Council delegates its representatives to competition commissions for vacant positions at ARMA and participates in disciplinary commissions regarding the Agency's civil servants.
- Expert and regulatory activities. The Council reviews ARMA's annual reports and approves conclusions on them, examines draft regulations developed by the Agency, submits proposals for their consideration, and participates in the preparation of new regulatory documents.
Thus, the Public Control Council acts as an institutional partner of ARMA, ensuring transparency, accountability and enhanced public monitoring.
"The creation of the Public Control Council is a fundamental change in the approach to ARMA's work. We are implementing a systematic control mechanism that guarantees transparency, accountability and trust in the institution. It is important that society has a real instrument of influence and that public control becomes part of everyday practice, not just a declaration," emphasised Yaroslava Maksymenko, Acting Head of the Agency.
