From elite yachts to castles near Versailles - ARMA continues to search for foreign assets of Russians and their accomplices

Assets  Recovery and Management of Agency (ARMA) continues active work within the framework of the Interdepartmental Working Group Task Force UA with the aim of identifying and searching for assets of war criminals and collaborators abroad. Among the assets identified by the Agency are luxury yachts, expensive land plots in London, luxury real estate in European capitals, works of art worth more than 55 million dollars. USA, and even a castle-residence of the 18th century near Versailles.

This was stated by the Head of ARMA, Olena Duma, during the regular meeting of the Interdepartmental Working Group.

"ARMA, together with other members of Task Force UA, continues to hunt for the aggressor's assets around the world. We have already implemented a system of "fan" requests to banks, which allows us to quickly and efficiently identify hidden funds. Close cooperation with international partners and new mechanisms of interaction with the Ministry of Justice allow us to act even more quickly and effectively. Every identified and frozen asset of the aggressor and his accomplices is a resource removed from the enemy's military machine," Olena Duma emphasized.

Since the beginning of the full-scale invasion, ARMA has sent 628 requests to foreign jurisdictions regarding Russian assets. As part of the Task Force, 349 requests were sent to 88 countries and international organizations regarding 557 persons directly or indirectly connected to the Russian invasion. In particular, ARMA searched for:

  • Shares in the authorized capital of foreign companies in the amount of more than UAH 1.2 billion;
  • Cash in the amount of 1.2 million euros, 0.6 million dollars. US and £7.6;
  • 244 land plots, 153 real estate objects;
  • 75 units of motor vehicles;
  • 4 art objects;
  • 2 sea and 1 aircraft.

In addition, the Agency processed more than 10,000 requests from the Ministry of Justice of Ukraine regarding individuals and legal entities subject to sanctions. As a result of such cooperation, it was found:

  • 971 objects of non-residential real estate, 448 objects of residential real estate, 1949 land plots;
  • More than 173 million UAH, 630 thousand dollars. USA and 237,000 euros;
  • Corporate rights in the amount of UAH 11 billion;
  • 904 vehicles.

2 units of air transport, 72 units of railway transport, 19 units of sea and river transport, 369 units of weapons, 118 units of agricultural machinery with components, securities, etc. were also found.

ARMA's participation in Operation Oscar, initiated by Europol, where the Agency cooperates with 41 partner countries, is particularly important. In 2024, as part of this operation, ARMA sent 69 requests, which already gave the first results - 7 real estate objects worth more than EUR 40 million and corporate shares worth EUR 30,000 were identified.

ARMA takes an active part in the work of the Ukrainian Task Force for the search, arrest and confiscation of assets of persons involved in Russian war crimes. Among the participants of the Task Force: the Prosecutor General's Office, the National Agency for the Prevention of Corruption, the Ministry of Foreign Affairs, the Security Service of Ukraine, the National Anti-Corruption Bureau, the National Police and the State Financial Monitoring Service.
