Yaroslava Maksymenko at the KSPA Business Breakfast: How ARMA Turns Seized Assets into an Economic Resource for the State

Acting Head of the Asset Recovery and Management Agency (ARMA) Yaroslava Maksymenko took part in a business breakfast at the Kyiv School of Public Administration named after Serhiy Nyznhny. During the meeting with representatives of the business community, the legal sector, and Members of Parliament, participants discussed ARMA's role in strengthening the state's economic capacity, approaches to managing seized assets, and the use of such property to support the Defense Forces.

Yaroslava Maksymenko emphasized that ARMA is an integral part of Ukraine’s modern anti-corruption infrastructure and fulfills the state's obligations within the framework of the European integration process. The Agency’s key function is to preserve the economic value of assets until court decisions are made and to integrate them into the economic cycle in a legal and transparent manner.

In the context of the Agency’s reform, new rules aimed at increasing transparency and professional decision-making will come into force on February 1. In particular, a management plan will be developed for each large asset, with the involvement of the Ministry of Justice of Ukraine, Ministry of Economy, Environment and Agriculture of Ukraine, the Business Ombudsman, and civil society representatives.

Special attention during the event was given to the application of Article 21-1 of the Law “On ARMA”, which concerns the use of seized property to support the Defense Forces. The Agency has already selected dozens of assets for which corresponding proposals have been submitted to the Government for further decision-making.

Concluding her speech, Yaroslava Maksymenko called on all participants to engage in professional cooperation and open dialogue aimed at further improving the system for managing seized assets.
