During the III Legal Anti-Corruption Forum, Acting Head of ARMA Yaroslava Maksymenko spoke about how the Agency operates in conditions of war and political turbulence, its approach to managing seized assets, and the opportunities that are currently emerging for business. She paid particular attention to military bonds as one of the most stable instruments of state support.
Speaking about the scope of ARMA's work, Yaroslava Maksymenko noted that today, approximately 70,000 assets with a total value of over UAH 200 billion have been transferred to the Agency for management. This represents more than 100,000 court decisions on the transfer of property for management or sale.
Separately, the head of the Agency emphasised the key objective of managing seized assets – to protect the asset from depreciation during the seizure period, as well as to obtain the maximum financial result from managing this asset for the State Budget of Ukraine.
«ARMA is a tool that allows the state to protect seized property from theft, damage or loss of economic value», Yaroslava Maksymenko emphasised.
Commenting on the case of IDS Ukraine's assets, she drew attention to the increased interest in this selection: "We expect its successful implementation. The submission of proposals by participants is ongoing, and interest in the assets is high and growing. These are assets with a full production cycle, which creates real competition. I am convinced that the transfer of IDS Ukraine's assets to management can be a successful example of transparent and effective interaction between the state and business."
Yaroslava Maksymenko also called on businesses to join the cooperation, emphasising the Agency's openness to dialogue and questions within the framework of the procedures.
«Submit proposals, ask questions, cooperate with us. Our common goal is to recover assets to the economy and ensure maximum benefit for the state in wartime», she stressed.
Separately, the head of the Agency focused on cases related to the transfer of assets abroad. According to her, close cooperation with international institutions is one of the key priorities of ARMA. The reform of the Agency, in particular the creation of an integrated, digitised system for accounting for seized assets, is an important component of strengthening the national asset recovery system and bringing it into line with European Union standards.
