The National Asset Recovery and Management Agency (ARMA) reports that in 2024 the National Agency achieved record results in the management of seized assets, international cooperation and digital transformation.
“2024 was a year of systemic changes for ARMA, transformations and real results. We made a leap from an institution that was just forming its capabilities to a full-fledged state mechanism that makes seized assets an instrument of financial support for the state.
“We have turned seized property into a resource that works for the state. And we have proved that the system works. It is transparent and effective,” emphasized the Head of ARMA Olena Duma.
Record revenues for the state
1.5 billion UAH of revenues from the management of seized assets (2023 - 101 million UAH, 2022 - 34 million UAH).
12.37 billion UAH - total monetary assets under management.
5.1 billion UAH - net increase in cash assets in 2024.
7.75 billion UAH - the value of military bonds under management.
2.24 billion UAH placed on deposit with a state bank.
Realization of assets
In 2024, assets worth 326.3 million UAH were sold, including
111.8 million UAH - sale of potassium chloride,
89.9 million UAH - mineral fertilizers,
50.8 million UAH - liquefied gas,
82.1 million UAH - other assets.
The Group held 165 online auctions in the Prozorro.Sale system. In addition, 89.7 million UAH of customs revenues were secured (for the first time since the establishment of ARMA).
Strengthened control and increased revenues
323 control measures were carried out (313 desk-based, 10 on-site).
3 billion UAH in revenue collected by asset managers.
1.14 billion UAH transferred to the budget, which is 10 times more than in 2023.
Finding and tracing of assets
In 2024, 7,835 requests from law enforcement agencies were processed (on average, in less than 2 days). 146,000 assets were identified - 58% more than in 2023, with more than 13,000 requests from law enforcement agencies processed. ARMA received fewer requests, but the qualitative indicator of the number of traced assets is twice as high.
Top requesters: National Police - 3,235, SSU - 1,073, Ministry of Justice regarding sanctioned persons - 2,266.
International search
The total value of seized assets found and searched abroad is over 100 billion USD.
In particular, in 2024, 383 requests were received from 51 jurisdictions, including the United Kingdom (29), Poland (25), Cyprus (22), Spain (22), and the United States (20).
ARMA is involved in international projects: OSCAR, A.S.S.E.T., SILVER NOTICE.
International cooperation
For the first time, international agreements were signed with similar bodies in seven countries: Malta, Romania, Kazakhstan, Bosnia and Herzegovina, Moldova, Libya, Poland. Partner networks: CARIN, BAMIN, EPAC, GlobE Network, UNODC, UNCAC and others. 20 countries are in the process of approval.
Legal protection
185 court cases, participation in 371 hearings.
33 draft regulations, 13 of which were adopted.
More than 748 million UAH of revenues were secured through the return of a special permit for the use of subsoil of the Sakhalin field.
Team and development
80% of employees upgraded their qualifications.
412 certificates in professional courses (financial investigation, digital analytics, project management).
104 people have passed the legal knowledge test.
390 staff members - the new maximum number, of which 90 are in the regions.
Budget and digitalization
197.16 million UAH - the amount of expenditures in 2024 (cash execution - 98.7%).
439.11 million UAH is the amount of funding envisaged for 2025.
The Register of Seized Assets (EDRAA) has been updated: new interface, accessibility for the visually impaired.
A secure electronic system for exchanging information with law enforcement agencies was launched.
ARMA is included in the Register of Critical Infrastructure of Ukraine.
