ARMA Initiates the Transfer of Medvedchuk's Seized Paintings to the National Museum — to Preserve Ukraine's Cultural Heritage

The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) is initiating the transfer of 149 seized works of art belonging to Viktor Medvedchuk’s family to the National Art Museum of Ukraine.

These are paintings, icons, and other works that were recognized as cultural treasures based on the results of an expert assessment conducted in 2024 by museum specialists at the initiative of the National Agency. Among the authors are classics of the Transcarpathian school: Yosyp Bokshay, Havrylo Hlyuk, and Adalbert Erdeli.

This transfer was made possible by amendments to the Law of Ukraine “On ARMA,” which came into force on 30 July 2025. From now on, the Agency can transfer assets of cultural value to state museums, libraries, reserves, and archives without a competitive procedure, by decision of the Cabinet of Ministers of Ukraine.

ARMA has already appealed to the Government with a corresponding initiative — pursuant to Article 21-1 of the Law.

As a reminder, 285 paintings were seized pursuant to a ruling of the investigating judge of the Pechersky District Court of Kyiv. The Agency initiated an examination of the assets to determine their artistic and historical value. 149 works were recognized as part of the national heritage.

ARMA consistently upholds the principle that assets that have been seized but are valuable to Ukraine should serve society. Culture is not a trophy. It should be in museums, not in the private collections of those suspected of crimes against the state.
