ARMA conducted an inspection of business centres linked to a former Odessa City Council deputy suspected of collaborating with the russian federation

The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has conducted an inspection of three business centers located in the central part of Odesa. These assets were transferred into ARMA’s management pursuant to rulings of the Peresyp District Court of Odesa.

The properties are linked to a local developer and former Odesa City Council member who has been wanted since 2017. According to investigators, he is implicated in the embezzlement of over UAH 300 million during the implementation of a deep-water sewage discharge project in Odesa.

During the inspection, ARMA staff assessed the actual condition of the premises and gathered technical and legal information in preparation for the announcement of open competitions to select asset managers.

The following three attractive office properties, fully ready for commercial use, are located in Odesa’s historical center:

 The first is a modern Class A business center on Nina Strokata Street, built in 2011. The seven-story building with a mansard floor, technical level, and underground parking covers a total area of 7,363.5 sq.m. Fully equipped with utilities, the property has an estimated market value of nearly UAH 220 million.

The second is a historic office building on Prymorskyi Boulevard, originally constructed around 1830 and extensively renovated in 2017. With a total area of 3,487.6 sq.m, it features modern engineering systems and is located in a prestigious district near administrative and tourist hubs. Its estimated value is almost UAH 133 million.

The third is the “Marseille” business center on Nyzhynska Street — a contemporary Class B+ complex with seven office floors, a mansard, technical level, and basement. The total area is 3,750 sq.m, of which 2,900 sq.m is leasable. The property offers modern design, solid engineering infrastructure, and a prime location in Odesa’s business district. The preliminary market valuation stands at UAH 142 million. Due to damage to the main entrance, ARMA will conduct additional market consultations to assess the level of investment needed from a future manager to ensure the asset’s full functionality.

All three assets boast prime locations, complete technical readiness, and strong engineering infrastructure, making them attractive to investors, developers, and companies seeking office real estate in Odesa.

The next step is to announce an open competition for selecting an independent asset appraiser, followed by publication of the call for tenders on the Prozorro platform to identify an effective manager for this investment-attractive property in central Odesa.
