ARMA supports the analysis of the Institute of Legislative Ideas and is ready to follow the recommendations to improve the efficiency of the management of seized assets. A professional quality document is already in the works and we invite the Head of the analytical center of the Institute of Legislative Ideas Tetiana Khutor and everyone else to discuss its implementation.
The issue of increasing the efficiency of management was discussed at the specialized committee of the parliament. We support the proposals of the Head of the Committee, Anastasia Radina, regarding their reflection in the special law on ARMA.
Assets Recovery and Management Agency (ARMA) is doing everything possible to improve the efficiency of asset management. Confidence in the National Agency is increasing, as evidenced by the increase in the number of decisions on the transfer of seized assets to management.
The structure of the Agency formed over 8 years did not justify the burdens and tasks assigned to the body. The opening of the registry, new transparent rules and procedures require qualified and honest professional executors. In particular, only in the direction of the selection of managers, such officials must accept documents, enter them into the register, analyze, form cases, inspect, carry out competitions for the selection of appraisers and, in the future, managers. A total of 6 people were approved as part of the management in this department in the central office of ARMA.
This also applies to all areas of the Agency, taking into account also the acquisition of additional functions not characteristic of the body before. For example, the registration and recalculation of customs payments by ARMA employees to the state budget, which was introduced recently by changes to the Customs Code of Ukraine.
Therefore, from August 1, 2024, a new staff list came into effect, which provides for the maximum number of ARMA employees to be 390 people. Important: until
August 1, the maximum number was 435 people, 240 of which are in interregional territorial administrations. Currently, the staff of the regional divisions has been reduced by 45 positions, and another 105 positions have been added to the ARMA central office.
In addition, from now on, the central apparatus of ARMA has been strengthened, and we are grateful to the NAСS and the Ministry of Finance of Ukraine for approving and strengthening the creation of specialized Departments and Offices.
