Manipulations and attempts to regain control over the seized property through provocations have failed.
On May 22, an unlawful attempt to seize the Trade Union House of Ukraine was documented. Unidentified individuals in military uniforms, using force and threatening with weapons, attempted to retain control over the seized property, falsely identifying themselves as the representatives of the All-Ukrainian Trade Union of Athletes.
The property manager immediately informed ARMA and law enforcement agencies and filed a formal crime report.
The attempt to exploit military personnel and veterans as a cover for criminal activity is particularly cynical. Instead of providing genuine support to the Armed Forces of Ukraine such as transferring property for rehabilitation centers or offering financial assistance—certain leaders of the Federation of Trade Unions of Ukraine (FPU) are orchestrating media spectacles aimed at concealing corruption schemes.
ARMA emphasizes that the seized property is being managed strictly in accordance with applicable law. The consortium “Management Company KAMparitet” was selected as the asset manager of the Trade Union House through an open competitive selection procedure. All necessary transfer and acceptance documents have been signed, and appropriate security measures for the property have been put in place.
For years, the Federation of Trade Unions of Ukraine (FPU) exploited state property: sanatoriums, hotels, and recreation centers—financed by citizens' contributions. For over three decades, every working Ukrainian was required to transfer 1% of their income to the trade unions. As a result of mismanagement and abuse, a significant portion of this property has already been lost, destroyed, or unlawfully appropriated. The decision of the High Anti-Corruption Court to sentence one of the leaders of the Federation of Trade Unions of Ukraine confirms the depth of corruption that has undermined trust in an institution that should protect labor rights for decades. Any attempts to return seized property to the control of individuals implicated in such crimes are not only morally unacceptable but also legally null and void.
The seized properties, particularly those in the health resort sector, have already been designated by the Agency for rehabilitation purposes. Draft Law No. 11009 provides for their transfer to institutions serving military personnel and veterans.
The state will act decisively: all seized assets will serve the interests of the Ukrainian people and its defenders. ARMA, together with other competent authorities, will ensure the implementation of this policy — including through the support of those who are currently defending Ukraine on the front lines.
