On March 26, the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) publicly presented its 2023 performance report.
"The Agency had to be brought out of the steep decline it was in. Almost zero performance in previous periods raised serious questions about the existence of the Agency itself. But 2023 became crucial for ARMA," said Olena Duma, Head of the Agency, in her speech.
In 2023, ARMA demonstrated record-breaking performance. Thus, in 2023, the State Budget of Ukraine received UAH 191 million, of which UAH 101.3 million came from the ARMA's asset management (in 2022 - UAH 34.79 million), and UAH 89.7 million - other income, including revenue from the sale of assets managed by ARMA (in 2022 - UAH 0).
At the same time, state budget expenditures to support ARMA's activities in 2023 amounted to UAH 171.7 million. Thus, for the first time, the economic effect of ARMA's activities exceeded the amount of state expenditures on its maintenance.
The application of new approaches to the strategy of seized assets management has resulted in positive dynamics in terms of revenues paid by managers to the state budget of Ukraine. And in 2024, ARMA continues to gain momentum.
In addition, during 2023:
- UAH 570.64 million was transferred to ARMA's accounts from the sale of seized assets, which were placed on deposit accounts and generated over UAH 45.33 million in revenue.
- UAH 68.3 million, $1.42 million and EUR 100 thousand were returned to the rightful owners in pursuance of court decisions that have entered into force.
- ARMA's deposit portfolio reached a record figure of UAH 1.8 billion.
- a decision was made to purchase internal government loan bonds "Military bonds" at the expense of funds placed on a deposit account with a state bank in the amount of more than UAH 2.835 billion.
- The total amount of the Military Bonds on ARMA's securities account with the depositary institution JSC Ukreximbank is 3,602,934 pieces in the amount of UAH 3.701 billion.
- the income from the purchase of internal government loan bonds "Military bonds" for 2023 amounted to UAH 195.86 million.
- - the number of requests for asset tracing received by the Agency was almost 13,000, which is almost 40% higher than in the previous year, which demonstrates the growing efficiency and authority of ARMA at the national and international levels.
"Appointment of the Head following a transparent competition, formation of a new team, legislative changes initiated by our new team, initiatives aimed to use ARMA's powerful capabilities in order to respond the challenges - these are the innovations and changes that allowed us to reverse the negative tendencies and bring the Agency's activities into a positive trend," summed up Olena Duma.
