The Asset Recovery and Management Agency (ARMA) is grateful to the Federation of Transport Employers of Ukraine for supporting ARMA's initiatives to make railcars work against the enemy.
ARMA is taking all necessary measures to select a new manager for more than 17 thousand seized railcars. Employees of the National Agency, together with representatives of Ukrzaliznytsia, have completed the inspection of all railcars, announced a tender to find an appraiser, and the process of their evaluation is underway. The tender has already been announced to select the manager.
To ensure maximum transparency of the process and favorable conditions for both the state and the potential manager, ARMA is also conducting market consultations aimed at ensuring maximum transparency of the process and favorable conditions for both the state and the potential manager.
We emphasize that the agency acts within the limits and in the manner prescribed by law and has a binding court order. Failure to transfer the railcars to the managers may cause significant damage to the economy, loss of budget revenues, and downtime of seized assets.
At the same time, we remind you that the draft law No. 11009 initiated by the agency opens up opportunities for the simplified use of railroad cars during the war, which will help support Ukraine's defense capabilities. Therefore, it is important that the Federation of Transport Employers' calls for the transfer of seized railcars are sent to the Parliament to support the changes proposed by the National Agency.
