Embezzlement of public funds for road repairs: ARMA finds UAH 1.4 billion on contractor's accounts

According to the investigation, officials, in collusion with the owners of private companies, organized a scheme to embezzle budget funds. Thus, under a contract for the performance of work dated May 2020, they purchased construction materials from their own controlled companies, while artificially inflating the prices of materials.

At the request of a law enforcement agency, the Asset Finding, Tracing and Methodological Support Department of the ARMA used available tools and access to relevant databases to trace the assets of the legal entities involved in the illegal scheme.

As a result of the measures taken, UAH 1.4 billion on the accounts of companies in banking institutions, 115 units of special equipment, 80 vehicles, shares in the authorized capital of enterprises worth UAH 788 thousand, as well as non-residential real estate, land plots and intellectual property rights were identified and traced.

“The information about the detected assets has already been transferred to the law enforcement agency. At the same time, I would like to note that ARMA is ready to ensure budget revenues through effective management of these assets in case of their seizure and transfer to the National Agency,” said Pavlo Velykorechanin, Deputy Head of ARMA.

Responding to offenses, bringing the perpetrators to justice, both legally and economically (when the seized assets work for the state), and preventing their recurrence is the basis of cooperation with the Ministry of Development of Ukraine. After all, road construction is essential for military logistics.
