The Cabinet of Ministers of Ukraine, by its order dated August 13, 2024 No. 759-r, approved the plan of measures for the implementation of the Asset Recovery Strategy for 2024-2025.
The document is a road map for the implementation of measures aimed at improving the system of management of seized assets, outlined in the Asset Recovery Strategy for 2024-2025. In particular, the Plan envisages the development of dozens of legislative initiatives designed to strengthen the scope of tracing and management of seized assets in Ukraine and bring it closer to the best international standards.
The document also envisages a number of measures to strengthen ARMA's cooperation with law enforcement and other state bodies, banking institutions, the public, the private sector and international partners.
"The Action Plan for the implementation of the Asset Recovery Strategy for 2024-2025, approved by the Government, will become the foundation of a systematic and coordinated state policy in the field of finding and management of seized assets. The importance of this document is difficult to overestimate, since the effectiveness of its implementation depends, in particular, on how much money the State Budget of Ukraine will receive. In addition, this document will be key to the recovery and reconstruction of Ukraine due to the effective management and sale of seized assets. ARMA is ready for fruitful cooperation with all executors of the Plan and counts on the maximum involvement of everyone in the implementation of the planned measures," said the Head of ARMA Olena Duma.
From now on, all ministries and other executive authorities must ensure the timely implementation of the Plan's measures. In particular, performers must submit a report on the state of implementation of the action plan to the National Agency by February 10 every year. For its part, ARMA will publish an analytical report on the state of implementation of the Asset Recovery Strategy on its official website every year by April 1.
We would like to remind you that ARMA, as a body that forms and implements the state policy in the field of finding, tracing and management of assets, developed the Asset Recovery Strategy for 2023-2025, which was approved by the Government on August 1, 2023. The development of the strategy was foreseen by the implementation of the State anti-corruption program and the obligations of Ukraine to the EU.
