Crowe Ukraine, an audit company, has completed the independent external audit of ARMA for 2022.
Based on the analysis of the National Agency's activities, the auditor has provided the following conclusions:
- The function of analyzing statistical data, research results and other information on the finding, tracing and management of assets was not performed properly in 2022
- The function of preparing proposals for the formation and implementation of state policy was not fully performed
- The function of taking measures to find, trace, and evaluate assets at the request of an investigator, detective, prosecutor, court (investigating judge) was not properly performed
- The function of organizing the implementation of measures related to the assessment, accounting and management of assets in 2022 was not performed properly. The auditor specifically noted that the ratio of the amount of expenses of the managers (UAH 748.6 million) and budget revenues from the management (UAH 34.8 million) may indicate inefficient asset management and lack of control over the performance of this function
- The function of formation and maintaining the Unified State Register of Assets Seized in Criminal Proceedings was not performed properly (the Register was not put into commercial operation in 2022; since June 2022, there has been a restriction on public access to the Register)
- The function of cooperation with foreign authorities competent to identify, trace and manage assets, other competent authorities of foreign states, relevant international organizations in 2022 was not properly performed in terms of measures to implement international technical assistance projects, etc.
- The function of participation in representing the rights and interests of Ukraine in foreign jurisdictional bodies in cases related to the return to Ukraine of assets derived from corruption and other criminal offenses was not performed in 2022.
As required by law, the national audit company “Crowe Ukraine” has already sent a report to ARMA and the Cabinet of Ministers of Ukraine. The Agency awaits the CMU's to evaluate the report and reaffirms its commitment to accountability and transparency in its activities.
