On November 20-22, the delegation of the Asset Recovery and Management Agency (ARMA) headed by the Head of the Agency, Olena Duma, takes part in the 20th General Assembly of the Camden Asset Recovery Inter-Agency Network (CARIN), which is taking place in Paris (France).
The CARIN meeting is a crucial event in the global arena of the fight against financial crimes and corruption. The event is attended by representatives of law enforcement and judicial institutions from 61 countries, as well as leading international experts in this field.
The event was opened by Karine Chevrier, Secretary General of the French Ministry of Justice, and representatives of French law enforcement agencies: Christian Saint, Director of the French Judicial Police, and Jessica Larsson, Acting Head of the European Union Delegation to France. Their speeches served as a clear reminder of the importance of global cooperation and the need to share experiences in the fight against financial crime.
The meeting continued with speeches by high-ranking officials of the Paris Court, including the President of the Paris Court Stephane Noel, National Financial Prosecutor Jean-François Boner, and Deputy Prosecutor Philippe Toccanie. The discussion of issues related to the fight against organized crime and financial crimes emphasized the importance of interstate cooperation in the fight against global threats.
It should be noted that according to the CARIN report for 2023, Ukraine is one of the most active member countries of the network. ARMA actively cooperates in asset tracing, in particular, more than 60% of the requests sent by Ukraine to CARIN were sent through the National Agency.
Platforms such as CARIN not only facilitate practical problem solving, but also form the basis for long-term international cooperation that can overcome transnational threats. Asset recovery is not just a matter of money. It is a matter of sovereignty, national security and political independence. The decisions made within the CARIN network have a huge impact on the fight for justice on a global scale. And Ukraine is at the forefront.

The Camden Asset Recovery Interagency Network (CARIN) is an informal network of law enforcement officials, practitioners and experts in the field of asset identification, tracing, freezing, seizure and confiscation. CARIN currently has 61 member states from foreign jurisdictions, including 28 EU member states, and 16 international organizations.
