ARMA jointly with SSU strikes at financing of aggression during full-scale war

At the invitation of the Institute of the Security Service of Ukraine of the Yaroslav Mudryi National Law University, the National Asset Recovery and Management Agency joined the international scientific and practical conference “Actual directions of improving the capabilities of the security and defense sector forces of Ukraine: legal and organizational aspects”.

During the second day of the event, Vitalii Chubaievskyi, Director of the Financial and Other Asset Finding and Tracing Department of the ARMA, presented the National Agency's experience in identifying and tracing assets related to war criminals, collaborators and sanctioned persons. The topic of the speech - “ARMA's role in countering the financing of Russia's armed aggression” - not only emphasized the agency's key function in wartime, but also became another example of professional interagency cooperation in the fight against the aggressor.

Vitaliy Chubaievsky emphasized that in times of war, the asset tracing function is a powerful tool for combating crimes against national security.

The Head of the Department also noted that since 2022, ARMA employees have processed almost 30 thousand requests from law enforcement agencies (including 7.8 thousand requests in 2024). The largest number of requests - more than 12 thousand - came from the Ministry of Justice of Ukraine regarding sanctioned individuals and legal entities, as well as banned political parties.

At the same time, 146 thousand items of movable and immovable property were searched in 2024 alone, as noted by the Head of the ARMA Olena Duma during her public report.

The speech also included a report on the amount of assets found. In particular, since the beginning of the full-scale invasion, ARMA has found:

more than 26.5 billion UAH, 541 million USD and 222 million EUR in cash and 382 million EUR in cash;

more than 307 thousand land plots;

more than 52 thousand vehicles;

more than 202 billion UAH in shares in the authorized capital of companies.

Particular attention was paid to ARMA's cooperation with the SSU, SBI and other law enforcement agencies in identifying assets of persons involved in espionage activities and participation in criminal organizations that worked to the detriment of Ukraine's sovereignty.

The ARMA continues its systematic work to identify, trace and recover assets that may be used to finance the war against Ukraine. Each seized asset, each blocked hryvnia is a contribution to strengthening national security and justice in restoring law and order.
