The Asset Recovery and Management Agency (ARMA) has demonstrated its uniqueness and effectiveness, generating billions of dollars in revenues to the state budget and creating new opportunities for business development. This was stated by the Head of ARMA Olena Duma during the Conference “Restoring Ukraine - Key Priorities of Business and Government”, organized by the Ukrainian Business Council and the National Business Coalition.
The event was also attended by Olena Shulyak, Head of the "Sluha narodu", and Grigol Katamadze, Deputy Head of ARMA. The participants discussed key issues such as the formation of the state budget for 2025, reservation of business and government employees, and the role of ARMA in the restoration of Ukraine.
Olena Duma emphasized the need to revise the approach to financing the agency: “For the third year in a row, only UAH 189 million has been allocated to the ARMA budget, while we generate billions of dollars in revenues to the state budget. As an anti-corruption body, ARMA needs funding on a par with NACP, NABU and SBI to ensure its effective work.”
ARMA calls on business representatives to participate in competitions for appraisers and managers of seized assets. “This is a unique opportunity for entrepreneurs to strengthen their business and at the same time bring significant benefits to the state,” emphasized Olena Duma.
Grigol Katamadze provided key figures: “While in 2022, ARMA's revenues amounted to 34.8 million UAH, last year we brought the state 1.8 billion UAH. In addition, 10 billion UAH is in ARMA's deposit portfolio, of which almost 6 billion UAH is used to support the state's defense capability through the purchase of military bonds.”
An important step was the opening of public access to the register of seized assets, which significantly reduced corruption risks in the selection of managers and brought the proceeds out of the shadows.
Key legislative initiatives of the ARMA were presented at the conference:
- Draft Law No. 11280-1 on the management of corporate rights in Russia and Belarus.
- Draft law No. 11009 on the transfer of seized sanatoriums for rehabilitation of the military.
- Draft Law No. 11137d on obtaining licenses for the extraction of mineral resources.
The meeting resulted in the support of business representatives - 120 associations support the agency's legislative initiatives and are preparing relevant appeals to the parliamentary factions.
Olena Duma thanked Olena Shulyak for facilitating the Parliament's support of the amendments to the draft budget and reflecting fair figures of support for ARMA.
The meeting once again demonstrated ARMA's readiness for constructive dialogue and fruitful cooperation with the business community, which is key to effective asset management and economic growth in Ukraine.
