ARMA uncovers hidden assets of MSEC employees: first results of search for millions

05-11-2024

At the request of law enforcement agencies, the Asset Recovery and Management Agency (ARMA) is currently actively involved in identifying and tracing the assets of employees of medical institutions, TRSSC, MSEC and the Medical and Social Expert Commission (MSEC) who were involved in corruption schemes. In particular, it concerns the facts of falsification of medical documentation to obtain the status of a disabled person by persons of military age, which allowed them to avoid military service.

In addition to the property seized by law enforcement during the searches, ARMA officers have already traced the first assets of the five defendants in these criminal proceedings and their associates.

The first requests processed by the agency have the following results;

  • 128‼️ residential and non-residential real estate units (including residential houses and apartments in regional centers, apartments in Kyiv, apartments, entertainment complexes, garages, parking lots, offices)
  • 140 land plots (with designated purposes, in particular, for housing construction, agricultural production, and gardening);
  • 30 cars (including premium cars such as Lexus, Tesla, etc.);
  • corporate rights totaling more than 20 million UAH (including in an energy company and a construction company);
  • millions of hryvnias in bank accounts;
  • weapons.

“A large number of the detected assets were acquired by the defendants during the full-scale war of the Russian Federation against Ukraine and registered in the names of their close associates. And this is just the beginning. The National Agency has already submitted requests to a dozen banking institutions to identify the assets of the persons involved in the criminal proceedings both in Ukraine and abroad,” said the Head of ARMA Olena Duma, adding that the information on the identified assets was transferred to the relevant law enforcement agencies.

She added that ARMA, as an indispensable element of Ukraine's anti-corruption infrastructure, is ready to manage the detected illegally acquired assets of corrupt officials from the MSEC or any other areas. We are waiting for the relevant court rulings on the transfer of these assets to ARMA.
