ARMA introduces electronic format for submission of documents for competitive selection of appraisers

The Asset Recovery and Management Agency (ARMA) is implementing important changes to the competitive selection procedure for appraisers, significantly simplifying and modernizing the process. Amendments to the Procedure for Competitive Selection of Appraisers (Order of the ARMA dated 23.03.2022 No. 78)

The updated Procedure introduces the following key changes:

- An electronic format for submitting documents through the official ARMA e-mail (info@arma.gov.ua) with a qualified electronic signature is introduced;

- Clear deadlines for submission of documents for participation in the tender have been established:

- at least 10 working days for the first tender;

- at least 5 business days for the second tender;

- The tender procedure has been optimized:

- the tender is recognized as having taken place even if there is a single tenderer;

- The possibility of selecting the second-ranked participant as the winner in case the winner does not fulfill the terms of the tender has been provided;

  - automatic announcement of a new tender simultaneously with the decision to cancel the previous one was introduced.

The amendments are aimed at simplifying and accelerating the procedure for selecting appraisers who will appraise seized movable and immovable property, securities, property and other rights accepted by the Agency for management.

“These changes are part of the overall strategy to modernize ARMA's processes and implement e-governance. Simplification of administrative procedures and digitalization are key areas of development for our Agency,” said ARMA Head Olena Duma.

For reference. The previous version of the Procedure, approved by ARMA Order
No. 78 dated 23.03.2022, provided for the submission of documents exclusively in paper form, required the participation of at least two applicants for the competition and did not set clear deadlines for submission of documents.
