In order to implement the HACC decision, the National Agency urgently initiates changes to the special Law on ARMA. This was announced today, June 4, by the head of the department - Olena Duma.
"Sanction funds should work for the state, and ARMA, having written them off, has already ensured this process. Today, we have a decision of the HACC nationalization of 1.8 billion hryvnias, for which we purchased military bonds last year. This money is already working for the defense capability of the state. At the same time, we do not have a mechanism for the operational transfer of such sanctioned funds to the state. In order to settle this issue, we are urgently initiating changes to the special Law on ARMA," said Olena Duma.
Remind, During the current time, the seized 1.8 billion hryvnias belonging to the sanctioned person were stored in the accounts of some commercial banks. These funds actually remained in the bank from the moment they were deposited, and the owner received dividends from them.
In August 2023, the management of ARMA took all the necessary measures to make these costs work for the state. During the procedure of writing off the mentioned funds, ARMA encountered numerous obstacles from the banks, on whose accounts the seized amount was placed.
National Agency was able to write off these funds and almost immediately made a decision to provide military obligations in the amount of 1.8 billion hryvnias. Currently, the income from the management of this asset is 18% per year of the total amount, which already amounts to 157 million hryvnias, which will also be transferred to the state budget.
"We expect that these changes will allow ARMA to impose a mechanism of operational transfer of seized funds to the state's income, which will contribute to the strengthening of Ukraine's economy," added the Head of the National Agency.
