ARMA inspects property of Nikopol Ferroalloy Plant, owned by oligarch Kolomoisky, transferred to management

Employees of the South-Eastern Interregional Territorial Department of the Asset Recovery and Management Agency (ARMA), on behalf of the National Agency's management, inspected the property of JSC «Nikopol Ferroalloy Plant transferred to management». The list of transferred assets includes:

4 diesel locomotives, 13 dump cars, 25 railcars, 120 gondola cars, and more than 13 thousand tons of finished ferroalloy products.

The property of the company was transferred in accordance with the decision of the investigating judge of the Shevchenkivskyi District Court of Kyiv dated December 27, 2024. The decision was made in the framework of criminal proceedings related to the misappropriation of public funds in 2014 by officials of «Privatbank», including former shareholders of the bank, including the well-known oligarch Ihor Kolomoiskyand his entourage.

The pre-trial investigation established that in 2014, officials of PJSC «Privatbank»misappropriated funds from the National Bank of Ukraine allocated for refinancing the bank in the amount of over UAH 19 billion. The reason for such actions was dubious loan agreements secured by property rights to goods and assets, including Nikopol Ferroalloy Plant.

Following the review, a report will be prepared. Based on this report, ARMA will soon announce tenders for the selection of an appraiser and a manager for this asset, as well as conduct market consultations. After that, the asset will be published on the Prozorro platform, where everyone will be able to compete at an auction for the opportunity to manage this property.

JSC «Nikopol Ferroalloy Plant» is one of the largest metallurgical enterprises in Ukraine and Europe. The company is the largest producer of ferroalloys in Europe and the second largest producer of manganese alloys in the world, accounting for over 11% of the global market.

It is worth emphasizing that the situation in Nikopol remains tense. The city is under constant shelling, which poses significant risks to the safe operation of the plant and the safety of its assets. This situation requires additional measures to guarantee the safety of the property and ensure its efficient use in the face of military aggression. Therefore, ARMA will use the capabilities of the State Space Agency of Ukraine to monitor the condition of assets in hazardous areas using remote sensing from space.

ARMA emphasizes that ensuring the effective management of seized assets, such as the Nikopol Ferroalloy Plant, is an important element in restoring justice and utilizing the potential of these assets for the benefit of the state. The Agency will make every effort to ensure that the seized property works for the development of Ukraine's economy and support of key industries.
