Businesses and ARMA should work closely together to improve processes that will ultimately increase state budget revenues from the management of seized assets. This is how Head of ARMA Olena Duma began her speech at the CEO Club, where she was invited to speak to business owners and top managers.
CEO Club members include 215 owners and top managers of domestic and foreign companies.
Thus, we discussed problematic issues:
- how to improve the Unified State Register of Seized Assets in order to synchronise it with Prozorro.sale;
- how to make the seized assets visible and advertise them in a timely manner so that a large number of entrepreneurs can get acquainted, examine and analyse their attractiveness;
- how to improve the legislation to avoid existing problems in asset management (here we are talking about the sale of sanctioned assets, and obtaining additional permits that delay the conclusion of contracts - for example, from the AMCU, and about customs clearance and tax payments);
- how to simplify the procedure for valuation of seized assets. For example, in just 2 months since the beginning of this year, 40 agreements for the valuation of assets were signed under the completely new rules for the selection of managers, compared to only 12 in the whole of 2022.Також члени клубу висували пропозиції, як зацікавити субʼєктів підприємницькоїдіяльності до управління величезною масою арештованих активів і де може бути сприяннябізнесу.
"Business is ready to work for the benefit of the state using seized property. This is a powerful support for the budget," says Olena Duma. Therefore, the next step for the Agency is to set up working groups with business for expert discussion of specific issues.
