Over the past year, the ARMA has transferred two dozen seized assets of strategic importance to the state and the Defense Forces, which are used for the defense forces, our military capabilities and energy security. These include airplanes, helicopters, real estate, and more. However, a legislative mechanism has been developed that can speed up these processes and significantly increase the number of assets transferred to our defenders - draft law 11009.
This was emphasized by the Head of the Asset Recovery and Management Agency (ARMA) Olena Duma during a roundtable discussion on “How to return blocked Russian money to Ukraine”.
The Head of ARMA noted that for six months now, the draft law 11009 developed by ARMA, which has all positive conclusions and submitted by the Government to the Parliament, has not been submitted to the session hall of the Verkhovna Rada for voting.
It provides for:
- the possibility to transfer fortification equipment for defense needs without a tender
- to allow our military to undergo physical and psychological rehabilitation in sanatoriums (which are idle in the interests of the owner - and I will tell you more about this, as well as who is resisting, in the near future. I advise journalists to pay attention)
“We have a ready-made mechanism to strengthen our defense capabilities through the effective use of seized assets. Draft Law 11009 has passed all the necessary approvals and examinations. Delaying its adoption hinders the transfer of important assets to the needs of the Armed Forces,” added Olena Duma.
“We call on MPs to consider and support this draft law as soon as possible, because every day of delay is a lost opportunity to strengthen our soldiers and the state's defense capability.
ARMA is ready to immediately implement these provisions after the law is adopted. Our goal is to maximize the effective use of seized assets in the interests of the state.
