"I am waiting for an invitation to a press conference of Residential Complex Vozdvyzhenka LLC to talk about the violations by this manager of state assets as soon as possible." This is how Head of ARMA Olena Duma commented on the statement of the manager of Residential Complex Vozdvyzhenka LLC regarding ARMA's charges of ineffective seized property management.

According to Head of ARMA, in particular, the following violations were committed by Residential Complex Vozdvyzhenka LLC:

• settlements of the manager's officials with the funds of the management agreement to meet their own needs;
• payment of charitable assistance at the expense of the management agreement under the guise of "necessary expenses";
• зroviding voluntary medical insurance to almost a third of employees at the expense of the management agreement;
• non-compliance with the requirements of the Law of Ukraine " On Amendments to Certain Legislative Acts of Ukraine on Optimization of Labor Relations " No. 2352-IX dated 01.07.2022 (entered into force on 19.07.2022);
• payment of significant bonuses to the management staff without proper economic justification, which were issued for achievements that had no relation to the management agreement;
• payment for 1C software and services related to it, which is prohibited in Ukraine, etc.. 

As a result of such actions, the state lost significant funds to the state budget.

For example, under one of the agreements, 126 real estate objects (car dealerships, industrial premises, warehouses, etc.) with a total area of more than 51 thousand square meters were managed by LLC RC Vozdvyzhenka. And in 2023, the manager paid only UAH 6.9 million to the state budget under this agreement, because he set a low, non-market rent - an average of UAH 65 per square meter! Also, under the same contract, the amount of detected and calculated violations is UAH 532.000, which is almost equal to the monthly payment to the budget (UAH 575.000).

Accordingly, ARMA still needs to find out for which purposes RC Vozdvyzhenka LLC spent UAH 500 million of total revenues for the periods up to January 1, 2023, as reported by the manager itself.

“ Being in the top five among the worst managers in 2023 is not a benchmark for ARMA and the state," emphasized Head of the National Agency.

In addition, ARMA will take measures to find a new manager as soon as possible in accordance with the requirements of the current legislation, which will ensure the proper preservation of assets and the flow of revenues to the state budget.

"Therefore, I emphasize once again that any statements made by the manager of Vozdvyzhenka are manipulative and aimed at finding ways to extend the management agreement," summarized Head of ARMA Olena Duma.
