"Mezhyhirya": ARMA consultation with interested state bodies

On May 24, an interagency meeting of representatives of state authorities interested in discussing the selection of the asset manager of the Residence "Mezhyhirya" took place at the Asset Recovery and Management Agency (hereinafter - ARMA).

The head of the asset management Department of ARMA, Vitaliy Ryznyk, told the participants of the meeting about the transfer of assets of the Residence "Mezhyhirya" to ARMA and the latest competitive selection of the manager of the Residence "Mezhyhirya", for which three nominees filed documents - a public organization, a private entrepreneur and a limited liability company.

Andriy Potemkin, the head of the Legal Department of ARMA, noted that, in total, 90 objects and facilities were transferred to the Agency, however, the land of "Mezhyhirya" is still the property of the Cabinet of Ministers of Ukraine, which creates additional obstacles in the selection of the manager of the seized assets.

"Three years have passed after the first seizures of property and only then the prosecutor's office transferred the property to a public organization. This property is now used for commercial purposes - tourism, filming, illegal business activities," -stressed Andrei Potemkin, - "Our position is that the property should be preserved in a legal way, so we will try to select a manager, despite media criticism and other circumstances."

In an attempt to find the manager of the Residence "Mezhyhirya", in 2018 ARMA adressed not only to Ukrainian companies, but also large foreign corporations that have experience in managing complex facilities. There was no result due to the negative information background, said Andriy Potemkin.

In addition, he noted that ARMA has not yet signed acts with the General Prosecutor's Office of Ukraine of acceptance-transfer of movable or immovable property, which in future will be transferred to the manager selected during a transparent selection procedure.

Also, the participants of the meeting inquired whether the sale of the Residence "Mezhyhirya" was possible and how the new manager would ensure the stable work of the Ministry of Education and Science of Ukraine on the territory of the Residence.

The meeting was attended by representatives from the Ministry of Education and Science of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the National Academy of Sciences of Ukraine, Novi Petrivtsi village council. Unfortunately, the invited representatives of law-enforcement agencies and the judiciary did not attend the meeting.
